As you Tab: there's no visible focus ring, the order jumps around, and you can't reach “Apply” at all — it isn't a real button.

What a screen reader announces
Reading the grant content top to bottom — same page, broken semantics:
- “Community Wellness Grant” heading level 1
- “graphic” — the image has no alt text, so it's announced as just “graphic”
- “How to apply” heading level 4 — jumps 1 → 4, a broken outline
- “Application form” — plain text, NOT a heading; anyone navigating by heading never finds it
- “edit, blank” — the field has no label; no idea what to type
- “Apply” — plain text, not a button; a keyboard or screen-reader user can't reach or press it
- “Key dates” heading level 4
- “table … Applications open, March 3 …” — the header row is faked with styling, so values aren't tied to “Milestone” / “Date”
- “link, click here” — “click here” says nothing about where it goes
